The Collapse of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are released from different nations. Immense energy is expended on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, military action persists as the primary tool for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been dispatched to intercept incoming cruise missiles roared overhead – modern combat jets supplied to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems engaged: several firings deployed against a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into grim resignation: perhaps the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.

Persistent Threats

Following this, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, destruction and heating outages in many homes as a result of the nocturnal offensive. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a need that European nations are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The comprehensive proposal from US administration generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from US leadership adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This pattern will, certainly, endure.

Political Considerations

It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a premise familiar among international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unrealistic to force Russia to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from believing that the situation will not shift further in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but avoiding a entire defensive failure until situations evolve in its favour.

Existing Situation

Realistically, there are no actual prerequisites for a armistice. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their objective will now be significantly challenging after current events, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Summary and Prospects

It took a only one week to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, current information leaks, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and reflect certain reluctance to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
